Vettel was penalised by five seconds by race stewards, and Hamilton made it clear that he thought he was in the wrong.
He said "He's just come back on the track so dangerously."
Vettel complained "Where the hell else was I supposed to go? I had grass on my wheels. I am focused but they are stealing the race from us."
Vettel thought that Hamilton could have passed on the other side so the penalty was unfair, but looking at the incident again, it's clear that wasn't possible.
Vettel said after the race: "No, no, no. Not like that. You have to be an absolute blind man, you go on the grass how are you supposed to control your car. This is the wrong world."
Hamilton received some boos from the crowd but insisted: "Naturally that's absolutely not the way I wanted to win.
"I took the corner normally, but when you come back on the track you are not meant to come back straight on the racing line. You're meant to rejoin safely. I forced the error and he went wide... we nearly collided, but that's motor racing."
Vettel had led from the start, converting his pole position and leading through the pit stops.
But on harder tyres, Hamilton pressured Vettel - making up five seconds in 10 laps after rejoining on lap 29.
Until the incident, Hamilton was always within a second of Vettel, but dropped back having been informed of the penalty.
He soon closed the gap to Vettel, as Charles Leclerc in third began to make up ground on the top two.
Ferrari will feel that they've been cost another victory this year, Mercedes have won every race in 2019 but the Italian team may feel that they could have had three wins out of seven.

He moved the number one board from in front of Hamilton's car to where his should have been, and instead put the number two board in front of Hamilton's - to cheers from his team mates and fans.
After taking some time to cool off, he eventually went to the podium and presentation, where Hamilton invited him onto the top podium to share it with him.
