The hosts' fielding did the damage - with misfields and no-balls a plenty.
Jason Roy dropped Mohammad Hafeez on 14, who then went on to make 84.
Woakes' four catches was a record in a one-day match for a non-wicketkeeper, but that was the only silver lining for England in the field.
Moeen Ali claimed 3-50, while Adil Rashid and Jofra Archer bowled some very expensive overs.
Pakistan capitalised on these errors, posting 348-8 supported by an energetic crowd.
Openers Fakhar Zaman and Imam-ul-Haq made 82 in 14 overs.
Hafeez was the most aggressive, while captain Sarfaraz Ahmed favoured the leg side for 55.

If England were to have pulled it off, it would have had to have been the biggest run chase in World Cup history.
Pakistan looked a different side to that which were humiliated by West Indies on Friday, and lost 4-0 to England in the series preceding the tournament.
Joe Root hit the first century of the tournament, closely followed by Jos Buttler, but wickets soon began to tumble as England finished on 334-9.
Captain Eoin Morgan said after England's opening win over South Africa that going through the tournament unbeaten was highly unlikely, while Azhar Mahmood said of his team that they could reverse their fortunes after their match against West Indies - both of them were proved to be right.

England looked frustrated in the field and it seemed to carry over in to their batting innings.Pakistan opened with Shadab Khan who trapped Roy lbw for 12.
Later, Ben Stokes edged Shoaib Malik behind, so Buttler arrived at 118-4 with 231 required from just under 28 overs.
He soon got into his stride, finding the boundary with frequency, while Root accumulated runs with dabs and nudges, after being dropped by Babar Azam on nine.
Both fell soon after reaching three figures, just as England were on course for victory.
Chris Woakes and Moeen Ali combined to diminished 61 from 39 to 29 from 14, but they fell in successive Wahab Riaz deliveries, and the game was up from then on.
