The 2013 champion Rose birdied at the last after the American missed his to get to 10 under par in California.
Woodland extended his lead from four to two before the Englishman closed the gap to the world number 25.
Woodland saved par at the 12th with a chip from the edge of the green, before Rose sunk a long birdie putt at the same hole.
Rose birdied again at 14 while Woodland needed a 40-foot putt to save par, the latter has only bogeyed two holes in three rounds including the eighth on Saturday.
Brooks Koepka is chasing a third successive US Open victory, is three further back alongside fellow American Chez Reavie and South Africa's Louis Oosthuizen at seven under par.
