Hamilton repeatedly made it clear his concerns about how long the tyres would last, but through careful management he carried on for his fourth win of the season.
A five second penalty meant Verstappen dropped to fourth despite finishing second on the road, meaning Ferrari's Sebastian Vettel moved up to second and Mercedes' Valtteri Bottas to third.
He was panlised for an unsafe release in the pits when all the leaders pitted on lap 12 - a safety car was deployed to clear up debris from Charles Leclerc's Ferrari - the local boy had to retire from the race as a result, after starting way down in sixteenth.
Mercedes' run of consecutive victories continues, but Bottas's bad luck means the sequences of one-twos is over - with Hamilton's lead over his team-mate now at 17 points.
