With this win, Eoin Morgan's men know that a win against the Black Caps will definitely see them through to the last four.
Morgan won the toss and chose to bat, having failed the last two times they chased.
Roy seemed back to his best, showing no signs of injury, while England's measured bowling was shown by India managing their first six only in the last over.

Bairstow hit 111 before Ben Stokes' 79 lifted England to 337-7.
The Yorkshire right-hander had caused a stir after the loss to Australia, saying that "people were waiting for us to fail", so that they could criticise the team.
He let his bat do the talking in a brilliant hundred, but it was not without some good fortune along the way.
Twice he inside-edged past the stumps early on, but then threw everything towards the on side boundary - all of his six sixes and 10 fours came on the leg side.
Roy also had luck on his way to 66, India decided not to review a catch off Pandya on 21 down the leg side, when replays showed that it did brush his glove.
He was then caught brilliantly at long-on by substitute fielder Ravindra Jadeja off Kuldeep Yadav as the momentum began going India's way.
In a 10-over spell, England managed only 25 runs, no boundaries and lost both Bairstow and Eoin Morgan.
It fell to Stokes again to swing the tie back in England's favour, giving them 121 from the last 13 overs.
The chase was kept manageable by Jasprit Bumrah's death bowling, even after Stokes punished Mohammad Shami, and Kuldeep and Yuzvendra Chahal conceded a combined 160 runs from 20 overs.
England bowled with discipline, but Virat Kohli and Rohit Sharma threatened to complete the highest run chase in World Cup history when they shared 138.
KL Rahul was caught and bowled by Chris Woakes early on, his first spell of five overs conceding just eight runs - beginning with three maidens.
Sharma was dropped at second slip by Joe Root off Jofra Archer on four, before India's captain departed for 66 when he sliced to point off Liam Plunkett, justifying his recall.
That sparked Sharma into life, before he toe-ended Woakes to Jos Buttler, who then took a spectacular diving catch on the square-leg boundary to dismiss Rishabh Pant.
MS Dhoni - who was greeted by chants of his name as he came to the crease - and Hardik Pandya briefly looked like they would meet the target, but England held their nerve to restrict them to 306-5.
